The Goal

A national initiative, referendrum, recall process for the United States.

Definitions

Initiative
An electoral process by which a percentage of voters can propose legislation and compel a vote on it by the congress or by all the citizens.
Referendrum
The process of referring a legislative act, a constitutional amendment, or any important public issue to the people for final approval by popular vote.
Recall
The right of the people to remove a public official from office by popular vote.

The Tactics
1. Activist from all 50 states email House Majority Leader Steny Hoyer, and Senate Majority Leader Harry Reid asking they sponsor and introduce the U.S. Initiative, Referendum, Recall Amendment, and then email your legislators asking for a written response stating they will co-sponsor the U.S. Initiative, Referendum, Recall Amendment.
2. Email your hometown editor seeking their endorsement of the USIRR Amendment.
3. USIRR Amendment activist post your responses from your federal legislators on your 50 state messageboard, send out more invitations to family & friends to join in this epic event.

The Timeline
1. 9 months in U.S. Congress, Judiciary Committee(s), Floor Vote
2. 12 months Convention of the States ratification process, in 38 States

Section 1
Article I, Section I relating to legislative powers is amended accordingly.

Section 2
All legislative Powers herein granted, except for the initiative, referendrum, recall Powers, that are reserved to the People, shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

Section 3
The article shall be inopeative unless it shall have been ratified as an amendment to the Constitution by conventions in the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress.
